International Power engaged Alstom Power to construct a new 480MW combined-cycle natural gas-fired power station at Pelican Point in South Australia. Alstom Power in turn subcontracted the installation of all turbines, piping and ancillary mechanical equipment to AMEC. Owing to difficulties in the relationship Milchem was engaged by AMEC as its Contracts Engineer.

Project Name: Pelican Point Power Station

Project Value: $460m

Project Purpose: Construction of a greenfields gas-fired power station

Project Scope: Installation of 2 GT13E2 gas turbines and HRSGs, and a 165MW steam turbine, all piping and associated mechanical plant.

Our Role: Provision of Contracts Engineer
The principal focus of the role was to manage AMEC’s relationship with the head contractor (Alstom Power). This involved protecting AMEC’s commercial position while the project scope expanded significantly. Following the preparation of extensive claims, an amicable settlement was reached with Alstom Power.
